An independent survey shows 50 per cent of people believe the Brisbane City Council is "open and honest", but nearly 70 per cent agreed services were being effectively delivered across the city.
Of the 50 per cent who didn't agree the council was open and honest, 28 per cent were neutral, while the rest disagreed or didn't know.
Only 14 per cent of people said city services were not being delivered effectively, while 16 per cent were neutral and 1 per cent weren't sure.
Less than half of the 407 people surveyed agreed the council made decisions in fairness to all residents, although 26 per cent were neutral.
The survey, paid for by the council and compiled in early 2014 by market researchers Roy Morgan, was brought up during Tuesday afternoon's council meeting by Labor Opposition Leader Milton Dick.
The LNP defended the survey results, saying Cr Dick was trying to spin the report by not quoting the percentage of "neutral" responses.
"You ought to consider your worthiness as Opposition Leader if you're going to try and pull the wool over everyone's eyes," Lord Mayor Graham Quirk said.
Cr Quirk said the council's customer service performance would match or better those of a state or federal government "any day of the week".
Cr Dick accused the LNP administration of being "the most secretive council in Australia" and said it was in "damage control".
"We know the jig is up for the LNP. We know this data is hurting them because it goes to the heart of accountability. It goes to the heart of exactly what the people of Brisbane are saying about the LNP," he said.
Labor has often criticised the LNP for making important city-wide decisions in its civic cabinet, and last month said it was being denied fair access to contract documents.
The council's finance chairman Julian Simmonds said the surveys were conducted annually and were designed to provide feedback so specific council programs could be improved. He said respondents were not asked political questions.
The survey cost about $500,000, however the LNP claimed Labor spent more on research polls when it was in power more than a decade ago.
Cr Simmonds produced a similar survey conducted in 2003 under the former Labor administration, which showed 65 per cent of people were "satisfied" with the council's performance at that time. Seventeen per cent thought its performance was "average" and 16 per cent described it as "poor".
LNP councillors voted against a Labor proposal to release the 2014 Roy Morgan survey online. Later, the LNP said the survey was available to anyone at the Brisbane Square Library.
