Mata Hari is trying to sell her secret about the person locked away upstairs, while Queen Elizabeth demands the heads of all the foolish peasants, and General Lee and his sidekick are waging war on everybody.
It's all spies and spoofs in this romp reminiscent of the 1950s screwball comedies.
