A multi-million-dollar Raby Bay mansion has been left half completed, without a roof, after failing to get council approval for being higher than 8.5m.

Redland City Council officers stepped in and slapped on a stop work order on the three-storey building at Plymouth Court, on October 7, days before the roof was due to be built.
Council said a private certifier provided a building approval which did not cover a building higher than 8.5m in an urban residential zone.
The Redlands Planning Scheme does not regulate height in that zoning and further assessment was required to meet conditions of the Queensland Development Code.
A new design and siting application was lodged after the stop work notice and officers were assessing height and other conditions against the code.
A private certifier, outside council, was granted original building approval, which did not authorise the height and failed to get council approvals for onsite work.
A council spokesman said no work was allowed onsite until all required development permits were obtained.
The spokesman said modifications to the dwelling may be required depending on the application decision.
Nearby residents sad they were dismayed the building could breach height restrictions in the area and called for tougher measures in the exclusive suburb.
Plymouth Court resident Gary Fairman said he started complaining about the development in September when he realised the roof would block his view of Raby Bay
"The height of the structure is well beyond the Redland council recognised heights restrictions by two-plus meters amounting to a structure that more resembles a commercial building and not a residential home," Mr Fairman said.
"This structure is currently 70per cent completed without a building approval for its height and is out of character for the area."
Mr Fairman said the neighbourhood was concerned council approval would set a precedent for future three storey houses or 10.5 meter structures.
Owners of the land demolished the original house in October last year, before initial building works started in December 2014.
No date has been set for the development application assessment to be completed.
