A Surf Life Saving Queensland spokeswoman said a member of the public called lifeguards at Cylinder Beach about 11.30 and said they had seen two girls in distress.
Lifeguards from Main Beach then took jetskis out and found the girls, and more lifeguards were able to reach the girls by road and offer treatment.
The spokeswoman said the lifeguards needed help getting the girls off the rocks, so the rescue helicopter was dispatched and the first girl was winched to safety about 12.30pm.
A Queensland Ambulance Service spokeswoman said the 15-year-old girls were then transported in a stable condition to Marie Rose Medical Centre with some minor abrasions.
