Motorists will pay 3.5 per cent more per year for their car registrations for two years, before increases would be linked to the rate of inflation, Tuesday's state budget confirmed.
It was an increase almost twice the level of inflation - 1.8 per cent in the March quarter - until at least 2019-20.
RACQ advocacy general manager Paul Turner said that was one of two bad points from the 2017-18 budget, contrasting strongly with the motoring club welcoming the decision to push ahead with Brisbane's underground rail project, the Cross River Rail.
"That is a 10 per cent increase in rego already in the past three years in Queensland," Mr Turner said.
"Queensland is either the first or the second most expensive state in Australia when it come to registrations."
A spokesman for Treasurer Curtis Pitt said the government had pledged not to increase taxes and charges during the current term.
The Queensland government must go to an election by May 2018, meaning the car registration policy could be amended for the 2018-19 financial year.
However Mr Pitt's spokesman confirmed it government policy to keep the 3.5 per cent car registration hike until 2019-20.
"So, the RACQ is right on this," the spokesman said.
Mr Turner welcomed the decision to fund the $5.4 billion Cross River Rail Project.
"It's a seven-year funding commitment, so we are not going to see a lot of money in the first year," he said.
"However this is undoubtedly good news."
Mr Turner also said the state government had developed a habit of not spending all the money it allocated in budget allocations.
Master Builders Association general manager Paul Bidwell said Queensland's builders were happy with the decision to extend the First Home Owners Scheme by six months.
"Keeping that $20,000 until the end of the year will stimulate the housing market, which when you get outside the south-east corner, is doing it really tough," he said.
Mr Bidwell estimated there would 40,000 new dwelling start in 2017-18, down from 43,000 new dwellings - both units and homes start in this financial year.
Chamber of Commerce and Industry Queensland advocacy general manager Kate Whittle welcomed the decision not to add next taxes or charges, but said the CCIQ was disappointed there were no changes to Queensland's payroll tax.
"The Premier said this was a budget for battlers and builders," she said.
"The Chamber wanted to see a budget for business.
"Unfortunately not too much in this budget for small business today," she said, but welcomed the extension to the Back to Work program to south-east Queensland to help employers take on long-term unemployed people.
Ms Whittle had some concerns that the surplus relied on growth "that may not be there in the forward estimates".
She also said CCIQ was disappointed there was not enough emphasis on training, although the budget did allocate $13 million extra to Queensland's public training providers.
"Overall a relatively vanilla budget, not big for small business," Ms Whittle said.
Kevin Bates from the Queensland Teachers Union welcomed the schools funding, but said he wanted to see a greater emphasis on TAFE education to tackle problems with falling apprenticeships in Queensland.
"It is our view that the budget delivers a neutral outcome for TAFE," Mr Bates said.
"And we want to see the Queensland government over the coming year invest in TAFE to ensure that the training you can trust is being delivered across Queensland."
Mr Bates said helping boost apprentices was "a complicated area" not helped by the "failure of the federal government to deliver on a new partnership agreement" around skills and training.
Bill Boyd from the Australian Medical Association welcomed the new mental health programs in the budget.
Mark Henley, from the Queensland Council of Social Sciences said it was good to see the government taking a strong stand on tackling domestic violence and the scourge of ice.
"We also like the Back to Work program being expanded in regional Queensland, but also expanded into south-east Queensland," he said.
