The Queensland government can't promise that Queenslanders won't be stung by its proposed waste levy, as it sets up a dedicated body to work out the details.
State cabinet has signed off on resurrecting the levy to deter companies from shipping waste north because it's cheaper.
A working group made up of industry and local government stakeholders has been formed and will meet on Friday to begin looking at how much the levy should be and how it can be implemented.
A key concern about the levy is the unexpected flow-on effects it could have on a range of industries, from construction to restaurants.
The Liberal National Party Opposition suggested people would end up paying more for fish and chips because stores would have to pay more to dump frying oil.
Environment Minister Leanne Enoch rubbished that suggestion, but couldn't rule out that costs would be passed onto consumers in unexpected ways.
"We've made it very clear that one of the principles that will be presented to the stakeholder advisory group is that there will be no impact on households," Ms Enoch told reporters.
"Those who end up putting waste in landfill (will pay the levy). That is why we want to redirect waste away from landfill."
The levy is aimed at large construction companies which trucked more than 900,000 tonnes of waste into Queensland in the 2016/17 financial year alone.
The working group will include representatives from the Queensland Conservation Council, the Waste Recycling Industry Association and public utilities company Suez among others.
Justin Frank from Suez said the company has moved to avoid paying the levy in other states by looking at other options.
"We would be looking to invest in Queensland now, the waste levy actually makes it economically viable for us to look at opportunities," he said.
The opportunities could include transfer stations and process-engineered fuel facilities.
Premier Annastacia Palaszczuk took aim at Opposition Leader Deb Frecklington over the issue in parliament on Wednesday, claiming she was secretly on NSW's side and brandishing a Blues state of origin jersey with Ms Frecklington's name on it.
Ms Frecklington later said she hoped the stunt had not cost taxpayers money, and if the government was printing state of origin jerseys they should give them to young fans instead.
