Webb remains on her overnight score of three under par after 15 holes of Saturday's third round at the Grange Golf Club.
The joint leaders, Swede Madelene Sagstrom and Japan's Haru Nomura, are 10 under approaching the midway stage of their rounds.
American Nelly Korda and Taiwan's Wei-Ling Hsu share second spot at nine under with England's Jodi Ewart Shadoff (eight under) in third place.
Hannah Green is the best-placed Australian at seven under after seven holes, while compatriot Sarah Kemp has made a Saturday move, carding a four-under 68 to be five under for the tournament.
Australians Minjee Lee and Karis Davidson are three under through 15 holes - like Webb, they're even par in their third rounds.
Webb, chasing a sixth national title, birdied her first hole before two bogeys in three holes stalled any momentum.
