PLANS for a 400-lot development bordering on Double Jump Road at Victoria Point are up for comment.
The development is in the 176-hectare Victoria Point local development area - between Bunker, Double Jump and Clay Gully roads and Brendan Way - which has been the subject of a contentious planning process.
Fiteni Homes' Woodbury project will cover 80 hectares and include open spaces, parks, a convenience centre and retail, hospitality and business opportunities.
The public notification process is taking place before council agrees on a structure plan for the 176-hectare site.
Council decided in October that it would prepare the plan, which Cr Lance Hewlett said was expected to be on the council meeting agenda on July 31.
Cr Hewlett said that, once approved by council, the structure plan would be submitted to the state government and published for comment before it was finalised.
Asked about the structure plan included in the Fiteni application, Cr Hewlett said that council would dictate what was included in the area plan.
"Their structure plan is what they want to do but it may not be what council wants," Cr Hewlett said. "No one is going to force council to do anything until the structure plan is done."
Developer Ausbuild last year pulled out of a development in the same area, saying that council had backtracked on the structure plan process. Their decision came after council deferred a decision on Ausbuild's 270-lot development until more planning had been done.
Ausbuild joint managing director Matthew Loney said then that Ausbuild had worked with council over five years addressing questions and concerns.
"For councillors to now seek another structure plan, will be repeating the same exercise - to get the same outcome - except this time the duplication will come at an enormous cost to ratepayers," Mr Loney said.
An earlier Fiteni application states that council asked Fiteni in 2017 to prepare an area plan. Fiteni said council had been given a draft plan layout and design, with feedback being discussed with council.
Fiteni Homes land development manager Vaughn Bowden said Fiteni had undertaken the largest residential community engagement program by a developer in the Redlands for the Woodbury project.
"We actively sought input from the residents of the southern Redlands and particularly families, teens and children who often don't engage in local planning matters," Mr Bowden said.
Participants said Woodbury should enhance the natural beauty of the Redlands, provide traditional detached homes and offer recreational and community facilities. Road and traffic upgrades were important.
"We've been delighted with the feedback from local residents during the community engagement and have incorporated these ideas and concepts into our plans for Woodbury," Mr Bowden said.
Mr Bowden said that early community engagement was encouraged under the new Queensland Planning Act.
"...This is one of the first types of developments in Redlands following the new guidelines," he said.
The applications open for comment are RAL18/0126, RAL18/0127 and RAL18/0128. The deadline for submissions is July 18.
