Former Main Roads Minister Craig Wallace promised the estate's residents in August the $1.1million lights would be installed at the junction with Cleveland-Redland Bay Road by May this year.
However, in a letter sent to residents this week, Redlands MP Peter Dowling said the "upgrade, as announced, cannot proceed".
Mr Dowling said before any lights could be installed at Anita Street, Cleveland-Redland Bay Road would need to reconfigured into a four-lane, dual carriageway.
He asked the redesign team to work out the cost of reconfiguring a section between Boundary Street and Anita Street including Double Jump Road "to fix these areas once and for all".
