Fiteni Homes has complained about a series of delays in council's approval of the Victoria Point West Structure Plan.

Fiteni residential development manager Vaughn Bowden said the company was frustrated that council had again failed to achieve timeframes it had set itself.
Mr Bowden said council had scheduled action on the plan for mid-May, it then deferred a vote on the issue during a closed meeting on September 11, and the plan also was not on council's October 9 meeting.
Structure plans are usually prepared for significant greenfield works where development and provision of infrastructure have to be coordinated.
"We have been working with council on the planning for this area for more than four years," Mr Bowden said.
"Our structure plan was prepared at the request of council under a developer-led structure planning process in order to minimise community cost.
"Council then adopted a new position to delay the process in order to fund and prepare their own structure plan within a designated timeframe."
Mayor Karen Williams said councillors were not going to be pressured by any developer or government to rush what was a critical plan.
"Our interest is in the needs of the community rather than the needs of the developer and until councillors are convinced the structure plan supports our city and the state commits to delivering the infrastructure we need, council wont be rushed into making a decision," she said.
A council spokesperson said council decided that planning would not start until the new city plan began to ensure consistency.
"Despite council's position some developers chose to lodge development applications, and undertake their own structure planning to support their applications, ahead of this time," she said.
"The draft Victoria Point Structure Plan is still being finalised and will be formally considered by council when all relevant planning matters have been fully considered and resolved.
"...Council understands Fiteni's frustration, but ultimately we are creating a structure plan that supports the Redlands Coast community. "
Mr Bowden said council had prepared a plan behind closed doors, and had not consulted with the community, pending a state government review.
"Our recent public engagement for Woodbury (development) demonstrated that the community wants to have its voice heard and will happily engage to build a better Redlands," he said.
