UPDATE 11am
POLICE say the 21-year-old who died after going missing while kayaking in Moreton Bay was an international university student.
Senior Sergeant Gary Worrell said the man, a Chinese national, had headed out kayaking from Dunwich to Peel Island on Wednesday morning with six friends, also international students.
The group called rescue services about 5pm, while heading back to Dunwich.
"Due to weather and the tide, (I'd suggest) they just became fatigued and they were not going to make land at that time," Senior Sergeant Worrell said.
Two kayaks were found about 6.30pm and another was found about 9pm.
Police and rescue organisations continued the search throughout the night for the remaining kayak.
"The search was hampered due to weather and light, a storm cell came over southern Moreton Bay which concluded Rescue 500 (helicopter) continuing on their aerial tasking," Senior Sergeant Worrell said.
"As a result of that we escalated our surface assets to increase throughout the evening.
"Earlier this morning, as crews were changing over, the weather abated and first light came (and) we decided we had the opportunity to again task Rescue 500, our emergency services helicopter, and Polair.
"The rescue services helicopter located the kayak, as a result Coast Guard Brisbane then unfortunately and sadly located a deceased male in the Rous Channel."
He said the kayakers had taken safety precautions, including wearing lifejackets and telling people where they were going.
"It was an unfortunate set of circumstances with the weather," he said.
"Our deepest sympathies are given to the family, the international student community and the university involved."
He said the other kayakers were assisting Dunwich police with investigations.

WATER police and Redland Bay Coast Guard are continuing a search on the waters of Moreton Bay for a missing 21-year-old kayaker.
Fourteen water police and volunteer vessels are searching in waters off Peel Island for a Brisbane man who was separated from a group of three other vessels yesterday afternoon.
According to police, around 4pm the group of seven friends were kayaking from Peel Island back to North Stradbroke Island, having travelled the reverse direction earlier in the day.
The worsening wind and current, increased the time for the journey and the group were separated around 5pm in the rain and failing light.
One of the group contacted authorities and water police started the search at 5.20pm.
Two kayaks with four people were located near rainbow passage around 6.30pm. A third kayak with two people was located at 9pm near Amity Banks.
Paramedics reportedly met the kayakers at Dunwich shortly after 9pm. Two were transported to Marie Rose Medical Centre in a stable condition suffering hypothermia.
A single kayak is still missing with a 21-year-old Brisbane man, wearing a long sleeve shirt and red life jacket. He is in a blue reflection brand single seat kayak.
Due to the weather no air search has been conducted, however vessels will continued to search through the night.
Water police are appealing for anyone in the area who may have seen the kayaker to contact police.
