Investigations continue as police prepare a report for the coroner into his death.
It is understood Mr Shannon died at the scene, in the island’s first fatal traffic incident in 14 years.
The car’s five occupants, including the driver, were not harmed and no further details about Mr Shannon’s death had been released by police at the time of going to press.
The second man, a 63-year-old, died in the water at Dunwich jetty on Sunday, March 4, despite resuscitation efforts by paramedics.
A Queensland Ambulance Service spokesperson said paramedics were called to Junner Street just before 3pm but failed to revive the man.
The cause of the 63-year-old's death had not yet been established or his name revealed by police.
Dunwich station officer-in-charge Sergeant Peter Twort said the tight-knit island community had been devastated by the losses of life.
He said most island residents would have known the two men, including emergency services personnel and medics who tried to help.
“The two tragic incidents that occurred on the weekend have impacts with families and the broader community,” he said.
Messages of condolences to Mr Shannon’s family were left on Point Lookout Boardriders’ Facebook page after a photo-montage tribute was posted.
Mr Shannon was described as a talented surfer and diver, who was beautiful and kind.
Dadee Taylor, who administers the Facebook page, remembered Mr Shannon as an active person.
“He was always happy and had things going on,” he said.
The third man, a 21-year-old, died after a head-on collision along Duncan Road at Capalaba earlier on Monday, March 5.
He was taken to the Princess Alexandra Hospital with severe pelvic, leg and chest injuries but was later pronounced deceased.
The crash happened just after 5am.
Both single carriageway lanes were reportedly blocked as police investigated the head-on.
