Sarah Noye said she was disappointed to see the $9.77 million station on Cleveland-Redland Bay Road left in a mess just two months after opening to the public.
She said bigger bins were needed to cope with the demand so commuters did not have to sit in squalor while waiting for the bus.
"I pick up rubbish when I see it on beaches and streets and dispose of it so it doesn't end up in oceans but the bin was so full nothing else could fit in it," she said.
"Hopefully they put bigger bins in or have a regular cleaning service as I imagine that the bins are quite expensive."
A Main Roads spokeswoman said the department had organised an additional clean-up outside the regular schedule on Thursday in response to commuter concerns.
She said they would continue to monitor the demand for litter clean-up at the station.
"We carry out regular litter collection on all state-controlled roads and at bus stations," she said.
"The rubbish is collected on a scheduled maintenance program."
The spokeswoman said there were four bins available at Victoria Point Central bus station, two on each platform.
