Last Monday, police were called to Flinders Beach where the drivers had allegedly travelled down the beach with passengers standing on the side steps and holding onto the outside of the car.
The vehicle was then seen driving with a boogie board attached to the back, towing people along the water.
Police said two P platers had been issued infringement notices after the incident.
Acting Sergeant Dave Bourke said the group of males involved were from the mainland and had started their driving career poorly.
